An order signed this month by Interior Secretary Deb Haaland will conflict with a Trump-era rule which the White House plans to temporarily keep in place, attorneys say.
Haaland’s order rolled back former Interior Secretary Ryan Zinke’s 2017 directive for how the department will comply with the National Environmental Policy Act when considering infrastructure proposals such as wind farms and pipelines.
The Biden administration wants a related Trump White House NEPA rule to remain on the books for now, possibly conflicting with Haaland’s order. It’s now unclear with which set of rules Interior agencies will comply.
