Contura’s Deal for Wyoming Coal Mines Attracts Complaint

An environmental group is asking federal and state regulators to investigate two large mines at the center of an unfolding reset of the vast Powder River Basin coalfield.

In its Aug. 26 complaint, the Powder River Basin Resource Council alleges that Contura Energy—which is responsible for the permits at the Belle Ayr and Eagle Butte mines in Wyoming—hasn’t told federal or state regulators what it plans to do with the mines since its current operator, Blackjewel LLC, shuttered them when it filed for bankruptcy July 1.
