Two animal welfare organizations sued federal agencies over a construction project at a Puerto Rico historic fort they say will cut off access to feeding stations for cats and threaten their survival.
Alley Cat Allies Inc. and Save-A-Gato said a plan drafted by the US National Parks Service and US Army Corps of Engineers to close portions of a trail in the San Juan National Historic Site will impede a longstanding trap-neuter-return program, according to a complaint filed Monday in the US District Court for the District of Columbia.
