Environmental groups lost their bid to block construction on the Cardinal Hickory Creek power transmission line outside of a wildlife refuge while their case is on appeal at the Seventh Circuit.
The National Wildlife Refuge Association, Driftless Area Land Conservancy, and others sued after the federal government approved the $500 million, 101-mile project that will travel from Iowa to Wisconsin. The US District Court for the Western District of Wisconsin handed the groups an early win in January and blocked the project from crossing through the Upper Mississippi River National Wildlife and Fish Refuge.
