The Trump administration finalized a long-awaited carbon rule for new power plants Tuesday that sets a threshold for what sources “contribute significantly” to pollution under the Clean Air Act.
Source categories must exceed 3% of total U.S. greenhouse gas emissions in order to be regulated as a contributor of “dangerous air pollution,” according to the new rule (RIN 2060-AT56).
The final standard, set to be formally published Wednesday, differs greatly from the 2018 proposal for the rule, which focused on softening carbon limits and easing technological requirements for new plants.
