Carbon Black Manufacturer to Spend $84 Million in New Source Review Settlement

A carbon black manufacturer has agreed to invest an estimated $84 million in new pollution control equipment at three facilities in Louisiana and Texas (U.S. v. Cabot Corp.).

Boston-based Cabot Corp. also agreed to pay a $975,000 penalty under a settlement to resolve alleged violations of the new source review requirements of the Clean Air Act, the Justice Department and the Environmental Protection Agency announced Nov. 19.

Under terms of a proposed consent decree, Cabot will be required to install advanced emissions reduction technologies, operate an “early warning” detection system to alert facility operators of any particulate matter ...
