Canada is proposing to expand protections for endangered killer whales after the federal government failed to consider their plight when approving the embattled expansion of the Trans Mountain pipeline.
Fisheries and Oceans Canada asked Canadians to submit views Sept. 5 on proposed changes to a recovery plan for the northern and southern resident killer whales, which live off the coast of British Columbia.
