California Reaches Deal to Extend Climate Trading Program

Large California industries would be shielded from local greenhouse gas regulations, but would need to curb emissions of other harmful air pollutants under bills to reauthorize the state’s carbon trading program.

“The concessions to industry are bitter pills, but on balance the package ensures our emissions limits are enforceable against polluters and secures critical gains to improve air quality for millions of Californians,” Natural Resources Defense Council attorney Alex Jackson told Bloomberg BNA in an email.
