California Oil Lobby Says Emissions Rule to Shut Refineries (1)

The Western States Petroleum Association has sent a letter to California Governor Gavin Newsom saying that proposed emissions regulations could cost fuel-makers billions and are likely to cause more refineries in the state to close.
