California Last-Minute Bills for Dramatic Recycling Revamp Die

Two ambitious bills that would have significantly overhauled California’s recycling rules for the first time in decades died Monday on the last day of the state Legislature.

Both bill (SB 54) and (AB 1080), which failed to pass in 2019 and were reintroduced in the last weeks of session, sought to enact the California Circular Economy and Plastic Pollution Reduction Act.

They could not get floor votes before the midnight end of session.
