LOS ANGELES—California would extend financial incentives to cement plants, refineries, and other large industrial users of electricity for investing in on-site renewable energy projects under legislation passed May 19 by the state Assembly.
Approved on a 71-0 vote, the bill (A.B. 864) seeks to encourage investment in such “distributed generation” systems to help the state meet its renewable energy and greenhouse gas emissions reduction goals. The Assembly’s vote sends the measure to the Senate.
