Brazilian Law Requires Individual Water Consumption Metering

A law interim President Michel Temer sanctioned July 12 requires individual, rather than collective, metering of water consumption for apartments in residential buildings to reduce consumption.

Nearly all Brazilian apartment buildings have one hydrometer that measures the monthly water consumption of all housing units collectively, with the cost of water divided equally among housing units.

The law (No. 13,312/2016) takes effect July 12, 2021, to give construction companies time to re-engineer apartment building plans and install hydrometers for each housing unit. The law does not stipulate penalties for noncompliance.
