BGOV Bill Analysis: H.R. 8446, Expand Critical Mineral List

The US Geological Survey would have to update its list of critical minerals to include materials designated by the Energy Department, including copper, under H.R. 8446.

The USGS would have to update its list within 45 days after DOE makes a “critical material” determination, which is defined as a nonfuel mineral or element having a high risk of supply chain disruption that is essential to energy technologies. Currently, there are five minerals — copper, electrical steel, fluorine, silicon, and silicon carbide — that are designated by the DOE as critical but aren’t included on USGS’ list.
