Advocates from South Baltimore launched a Title VI civil rights complaint against the state’s largest trash incinerator located within an environmental justice community.
The advocates are targeting 10-year solid waste management plan laid out by the Baltimore City Department of Public Works, claiming it doesn’t do enough to phase out the use of the Baltimore Refuse Energy Systems Company (BRESCO) incinerator—formerly called the Wheelabrator.
