Army Corps of Engineers Unveils Environmental Justice Roadmap

The Army Corps of Engineers on Thursday said it will use infrastructure investments as the primary driver of benefits to disadvantaged communities under President Joe Biden’s Justice40 Initiative.

Under the Army Corps’ approach, 40% of its investments in climate and critical clean water and waste infrastructure must benefit disadvantaged communities, wrote Michael Connor, assistant secretary of the Army for civil works.

The White House’s Justice40 effort seeks to direct 40% of the benefits of funding for clean energy, climate change, affordable housing, and other objectives to poorer and marginalized populations disproportionately affected by pollution.
