Transmission Lines Build-out Key to Democrats Clean-Energy Plans

House Democrats are preparing legislation that would accelerate clean-energy projects and build more transmission lines nationwide as an alternative to Republican policies the House passed last month.

The Democrats’ proposal would update electricity rate-making with incentives for utilities to lower greenhouse gas emissions, give the Federal Energy Regulatory Commission siting authority for major interstate transmission lines, and ensure that local communities benefit from transmission-line projects.
