Missourians Will Vote on Whether to Set Tougher Ballot Rules

Missouri Republicans will ask voters whether to set stricter requirements for passing constitutional amendments via ballot initiatives, under legislation that won final approval Friday.

The measure (HJR 3) sends a ballot question to voters next year that, if approved, would require future amendment initiatives to need majority approval in all eight of Missouri’s congressional districts, limiting the ability of more Democratic-leaning urban districts to carry the vote on a statewide basis.

The proposal doesn’t need the governor’s signature before going to voters.
