State governments’ unfunded liabilities totaled $8.28 trillion nationwide in 2021, or an average of about $25,000 per person, according to a report released Thursday by the American Legislative Exchange Council. Unfunded pension liabilities per capita range from $8,500 in Tennessee to almost $43,000 in Alaska. The liability “represent a massive risk for state taxpayers, as well as state workers and retirees,” said ALEC Chief Economist Jonathan Williams. More than 290 state administered government pension plans were surveyed in the report.
