OPM Issues Memo Explaining Authority For Dual Compensation (Salary Offset) Waivers

The Office of Personnel Management Dec. 9 issued a memorandum to agency chief human capital officers explaining, in question-and-answer format, the authority granted to agencies under the 2010 defense authorization act to grant dual compensation (salary offset) waivers to reemployed retirees without OPM’s approval.

The authority allows for retirees to be rehired on a temporary basis if their salaries are offset by the amount of their annuities.
