A 2018 change to Missouri’s State Personnel Law that designated most state workers as at-will employees is mandatory and unions may no longer bargain with state agencies over certain terms, the state’s top court ruled.
Senate Bill No. 1007 didn’t set a “default rule” that permits the state and unions to bargain over more protective job terms and conditions, the Missouri Supreme Court said Tuesday. The ruling hands a loss to the American Federation of State, County, and Municipal Employees, AFL-CIO, Council 61; the Communications Workers of America, AFL-CIO, Local 6355; and the Service Employees International Union, Local 1.
