The Trump administration’s nominees to fill one of four empty National Labor Relations Board seats and for the agency’s top lawyer won approval from a Senate panel.

But a critical second board nominee wasn’t considered, likely delaying the agency from regaining a functioning quorum.

The Senate Health, Education, Labor and Pensions Committee endorsed James Murphy, a longtime NLRB staffer who came out of retirement to become a board member, and Crystal Carey, a management-side attorney at Morgan, Lewis & Bockius LLP tapped to be general counsel.
