Trump Attorneys Drop Appeal to Layoff Freeze at Three Agencies

The Trump administration has filed a motion to stop its appeal of a court-mandated freeze of layoffs at three small agencies.

The US Department of Justice asked the US Court of Appeals for the First Circuit Tuesday to dismiss its appeal of a preliminary injunction, citing a lower court decision last week finding the administration overstepped its authority with staff cuts at the Federal Mediation and Conciliation Service, the Institute of Museum and Library Services, and the Minority Business Development Agency.

The case is Rhode Island v. Trump, 1st Cir., No. 25-1477, motion to dismiss filed 11/25/25.
