Tricky GOP Budget Strategy Puts Voter ID Push on Shaky Ground

Senate Republicans face steep, possibly insurmountable hurdles if they attempt to move any part of President Donald Trump’s priority voter ID legislation through a complex, party-line budgetary process.

The difficulty of squeezing election policy through reconciliation—where provisions need to be budgetary—would likely doom a path for Republicans to sidestep Democratic opposition over the SAVE America Act, according to interviews with budget experts. Trump has championed the legislation as a top priority ahead of this year’s midterm elections.
