A decades-old program designed to help businesses owned by women or minorities access state contracts was restored for six companies by a state judge Monday, after Texas abruptly ended the program last year.
Acting Comptroller Kelly Hancock’s (R) move to end the Historically Underutilized Business program encroached into the authority of the state legislature, Judge Amy Clark Meachum of the 201st district court ruled from the bench in Travis County.
“It’s not the purview of the executive branch, which enforces the law, to change the law,” Meachum said at the end of an all-day hearing.
