Senate Confirms Trump’s Personnel Chief as Federal Layoffs Loom

July 9, 2025, 10:52 PM UTC

The Senate confirmed Scott Kupor, President Donald Trump’s pick to lead the Office of Personnel Management.

Kupor’s nomination was stalled for nearly six months until the Senate confirmed him 49-46 Wednesday evening. He was previously a partner at the venture capital firm Andreessen Horowitz and a manager at Hewlett Packard Enterprise Co..

Kupor will take a leading role in managing the federal workforce just as the US Supreme Court ruled that Trump’s sweeping workforce layoffs could continue. He’ll have to navigate a thicket of legal challenges to the ongoing efforts to overhaul employment protections for government employees.
