San Francisco would join Los Angeles in requiring workers laid off because of the coronavirus pandemic to get first dibs on being rehired under a proposed temporary ordinance headed for a Board of Supervisors vote on Tuesday.
Employers with more than 100 workers that had layoffs would be covered under the proposed ordinance that includes rehiring based on seniority. Health-care employers, including biotechnology and pharmaceutical companies, independent contractors, and those covered by union pacts, would be exempt. Mayor London Breed would have 10 days to sign the legislation, which would take effect immediately and last for 60 days.
