A paid sick and safe leave ordinance approved by the San Antonio city council in 2019 is unconstitutional and was properly blocked, for now, from taking effect because it establishes a minimum wage in conflict with state law, a Texas appeals court ruled Wednesday.
A different branch of the court ruled in 2018 that a similar ordinance adopted in Austin was likewise unconstitutional, the Texas Court of Appeals, Fourth District said.
