Rule Mandating Union Pacts on Large Federal Contracts Clears OMB

A rule that will require project labor agreements on government construction projects valued above $35 million has cleared review at the White House Office of Management and Budget, the last step before publication in the Federal Register.

The rule (RIN: 9000-AO40) would implement a 2022 executive order from President Joe Biden directing federal agencies to require contractors to enter collective bargaining agreements with unions for the duration of certain federal construction projects.
