An operations manager for a restaurant group in Providence, R.I., who was twice approved for a high-skill guestworker visa was wrongly denied an additional extension, a federal judge ruled.

U.S. Citizenship and Immigration Services erred in its decision that the management position wasn’t a “specialty occupation,” and failed to consider the breadth of the business that Santosh Shanbhag was responsible for running, Judge Mary S. McElroy of the U.S. District Court for the District of Rhode Island ruled.
