Over Half of Project 2025 Now in Place, Heritage Foundation Says

The Trump administration has implemented 53% of the policy proposals in Project 2025, according to the conservative group that authored the plan.

In a fundraising email Tuesday, the Heritage Foundation took credit for many of the administration’s defining changes to government, such as gutting the US Agency for International Development and stripping diversity and inclusion policies from the federal sphere.

“That is a big deal,” the group wrote. “But in this special 250th anniversary year, we must work to implement all of Heritage’s policy recommendations to ensure another 250 years of American greatness.”

President Donald Trump distanced himself from Project 2025 during his election campaign after polls indicated it was deeply unpopular with voters, at one point claiming he didn’t know who was behind it. The 900-page plan, billed as a conservative blueprint for America, was written by some of his closest advisers, including current White House Budget Chief Russell Vought.

Since taking office, Trump has adopted some of the plan’s central proposals, such as tightening control over agencies historically seen as independent, stripping civil service protections from thousands of federal workers, ending federal unions, and stepping away from policies aimed at improving outcomes for nonwhite job candidates.

The fundraising email’s estimate of implemented provisions aligns with assertions made by left-leaning opponents such as the Center for Progressive Reform, which in February said the administration had acted on 283 of the 532 recommended actions in Project 2025.

Two spokespeople from the Heritage Foundation didn’t respond to requests for comment.

The message came as Heritage seeks to reclaim its status as the preeminent conservative think tank.

The group has faced turbulence during Trump’s second term, losing top officials to a new organization formed by former Vice President Mike Pence after Heritage President Kevin Roberts praised an amicable interview by Tucker Carlson with White nationalist Nick Fuentes.
