A ballot measure campaign to hold Ohio police accountable for violence and civil rights abuses hit a roadblock Thursday with a federal appeals court keeping the petition in limbo.

A divided en banc Sixth Circuit ruled that the Ohio Coalition to End Qualified Immunity’s case against the state attorney general was moot, effectively denying the group’s bid to force the state’s approval of a ballot measure summary necessary to get its question on the state ballot.
