The National Labor Relations Board backed off its earlier decision ordering a Bronx concrete company to reopen its truck repair operation after a scathing federal appeals court opinion told the board to reconsider that mandate.

In a divided decision Wednesday, two Republicans on a three-member NLRB panel declined to require Concrete Express of New York LLC to resurrect RAV Truck and Trailer Repairs Inc., which has been closed for four years.
