New York City Unions, Builders Clash Over PLA Status as Contract Talks Loom

NEW YORK—Representatives of New York City building trade unions and employers have ended a labor-management project labor agreement plan after two years, as the two sides prepared to enter into a season of negotiations over expiring collective bargaining agreements.

The March 15 expiration of the citywide Economic Recovery Project Labor Agreement was marked by friction over the status of the plan, which was adopted by the Building and Construction Trades Council of Greater New York and the Building Trades Employers’ Association in 2009 to help deliver cost savings to developers in a recessionary building climate.
