New HUD Restrictions on Anti-Homelessness Grants Ruled Unlawful

The Trump administration violated the Administrative Procedure Act through its “slapdash imposition of political whims” regarding gender and immigration, in the form of new conditions on Department of Housing and Urban Development grants to alleviate homelessness, a federal judge said.

HUD provided “no reasonable explanation for its actions” in imposing new grant eligibility criteria for its continuum of care program, which supports recipients who help individuals and families experiencing homelessness move into transitional and permanent housing, the US District Court for the District of Rhode Island ruled Tuesday.
