House appropriators advanced a $196.5 billion fiscal 2021 spending bill covering labor, health, and education agencies that would place checks on key regulatory moves.
The spending measure and adjoining Appropriations Committee report also included language that would require the National Labor Relations Board to take concrete steps to address low staffing levels at its offices, and would limit the board’s general counsel from restructuring the agency unless the board submits its plans in advance to lawmakers and to the Comptroller General.
