A venture capital group wants to see for itself whether a federal agency is illegally hampering a program for foreign entrepreneurs who want to start businesses in the U.S.
A federal district court ordered U.S. Citizenship and Immigration Services to launch the program in December, but USCIS Director Francis Cissna said in April that the agency hasn’t approved any applications. A USCIS spokesman said later that month that entrepreneurs should “find an alternative vehicle” for coming to the U.S.
