House Passes Bill Exempting Expatriate Health Plans From ACA Requirements

By a 268-150 vote, the House April 29 approved legislation (H.R. 4414) that would exempt health plans for Americans living outside the U.S. from certain health-care coverage requirements under the Affordable Care Act.

The measure would deem so-called expatriate health plans covering Americans abroad to be considered “minimum essential coverage” for an employer-sponsored plan under the ACA. The bill also would exempt employers acting as sponsors of such plans and health insurance issuers of coverage under such plans from ACA requirements.
