Federal Workers Allege Government Bargains in Bad Faith

Government agencies are facing some new challenges as they try to implement three executive orders affecting the federal workforce, including a grievance and two unfair labor practice charges.

Also, some 5,400 Department of Health and Human Services employees signed a petition that was sent to the HHS Aug. 10 alleging unfair bargaining, Tony Reardon, president of the National Treasury Employees Union, said.

The Department of Veterans Affairs is facing a labor union grievance that focuses on its implementation of the executive order that limits federal employees from spending more than 25 percent of their work hours on union representation matters. ...
