SEATTLE—A federal judge in Portland, Ore., June 22 appointed a former Oregon governor as special master to reach resolution in the case of alleged slowdowns by Port of Portland longshoremen seeking to take jurisdiction over two waterfront jobs from another union (Hooks v.
