EEOC Proposes Rule to Change Union ‘Official Time’ Policy

The Equal Employment Opportunity Commission issued a proposed rule Dec. 10 that would limit the amount of “official time” federal-sector union representatives can spend working on equal employment opportunity proceedings—a regulation that follows the direction of three Trump administration executive orders.

The Federal Service Labor-Management Relations Statute should dictate whether a union official receives “official time,” EEOC Chair Janet Dhillon wrote in the Federal Register notice. The Trump administration’s three executive orders, which took effect Oct. 3, intend to curtail union activity in federal workplaces.
