The US Department of Labor recovered $596,443 for 31 workers who were denied full wages and fringe benefits by J. Solano HVAC LLC, a Maryland-based subcontractor involved in a kickback scheme tied to affordable housing construction in Washington, D.C.
The DOL said in a statement Wednesday that J. Solano HVAC and its owner violated the Davis-Bacon Act and related laws by making verbal agreements with workers that they would receive the prevailing wage rate for the project, but requiring them to return wages exceeding $30 per hour.
