ST. PAUL, Minn.—A federal judge in Des Moines, Iowa, Sept. 7 dismissed a union lawsuit challenging Gov. Terry Branstad’s (R) executive order prohibiting the use of project labor agreements on state-funded construction projects (Central Iowa Bldg. & Constr. Trades Council v. Branstad).
Judge John A. Jarvey of the U.S. District Court for the Southern District of Iowa ruled that the Republican governor’s actions did not violate the National Labor Relations Act since they were proprietary rather than regulatory.
