The National Labor Relations Board affirmed the ruling of an administrative law judge that a International Longshoremen’s Association local violated the National Labor Relations Act by refusing to represent a union hiring hall user in a seniority claim, and threatening retaliation against other members who opposed the union in a proceeding.
