The Pittsburgh Post-Gazette violated the NLRA by unilaterally laying off two employees, who were guaranteed five shifts per week under the terms of an expired collective-bargaining agreement, prior to reaching an impasse in negotiations for a new agreement. The NLRB majority stated that board precedent requires employers to maintain the status quo if a collective bargaining agreement expires during negotiations for a new agreement.
