The National Labor Relations Board partially upheld an administrative judge’s ruling that Qwest violated the National Labor Relations Act by refusing to provide the unions representing its technicians with requested information in order to represent members in grievance proceedings. While the board upheld the ALJ’s finding of unlawful delay or refusal to provide information regarding the grievance filed by the Communications Workers of America, District 7, it found that Qwest had sufficiently demonstrated that the information in one of CWA Local 7800’s requests didn’t exist.
