A federal district court in Pennsylvania granted in part and denied in part cross-motions for summary judgment by Road-Con, Inc. and other construction contractors challenging a project labor agreement regime against the city of Philadelphia, the United Steelworkers, USW Local 15024 and the Pennsylvania Heavy and Highway Contractors Bargaining Association.
