Employees of the New York City Fire Department who have not received at least one dose of the Covid-19 vaccine are not entitled to a temporary restraining order and injunction, as they failed to establish a “clear” or “substantial” likelihood of success on the merits on any of their claims, a federal court in New York ruled.
