The Minnesota Court of Appeals affirmed the Public Employment Relations Board’s decision that McLeod County committed unfair labor practices under the Public Employment Labor Relations Act when it unilaterally implemented and later rescinded a wage increase for employees represented by Minnesota Nurses Association and refused to negotiate with the union about these changes, holding that counties and their agents are prohibited from engaging in unfair labor practices and that a public employer’s duty to negotiate continues during the term of an unexpired collective bargaining agreement.
