A Connecticut appellate court agreed with Council 4, AFSCME, Local 442 and reversed a trial court judgment that vacated an arbitration award in favor of a former police officer who had pepper sprayed an arrestee, even though the officer’s job duties implicated public safety, finding the trial court improperly concluded the arbitration panel manifestly disregarded the law when it found the officer’s use of force to be objectively reasonable and concluded the award violated public policy.
