Arbitrator John A. Obee partially sustained and partially denied the grievance brought by the union representing a unit of ambulatory care workers regarding the implementation of contractually required administrative time by the University of Michigan Health System. While there was no contract violation when the administrative time was not implemented in a structured, blocked manner, with certainty, the way which the administrative time policy was implemented was inconsistent with the agreed upon language.
